About the Assignment

DevelopmentPeople is currently supporting the identification of a Chief Grants Management Officer on behalf of a global health partnership. The organization is undergoing a comprehensive transformation of its grant management framework, with a focus on strengthening processes, improving alignment across teams, and enhancing clarity and usability of guidance for country stakeholders. This assignment will play a key role in the end-to-end development of consolidated Grant Management Guidelines, as well as the integration of new and existing grant processes within a complex, multi-stakeholder environment.

Position Overview

The consultant will lead the design, coordination, drafting, validation, and rollout of Grant Management Guidelines, ensuring consistency, coherence, and usability across the full grant lifecycle. In parallel, the consultant will support the integration and alignment of grant-related processes, including those related to multilateral development bank (MDB) financing mechanisms and specific grant application processes involving key regional partners. The role requires strong experience in grant management systems, process design, stakeholder coordination, and change management within international development or global health contexts.

Key Responsibilities

  • Lead the end-to-end development of comprehensive Grant Management Guidelines, from planning through to final approval and rollout
  • Develop detailed workplans and timelines, ensuring effective coordination across technical, operational, and support teams
  • Facilitate and consolidate inputs from cross-functional stakeholders, including finance, legal, audit, risk, technical, and country teams
  • Ensure clarity of roles, responsibilities, and processes across the full grant lifecycle, with a strong focus on country-facing usability
  • Design and manage internal and external consultation processes, engaging key stakeholders and end users
  • Prepare governance documentation, manage revisions, and support approval processes through relevant internal bodies
  • Coordinate with IT and digital teams to develop supporting tools, templates, and web-based content
  • Lead change management and rollout activities, including development of communication materials, training resources, and stakeholder briefings
  • Support translation and dissemination of guidelines for global use
  • Lead the design and integration of grant-related processes, ensuring alignment with existing frameworks and avoiding duplication
  • Map and integrate MDB-related processes within the broader grant management cycle, providing clear guidance for internal teams and country stakeholders
  • Support the development and alignment of grant application, review, monitoring, and accountability processes related to key regional partnerships
  • Clarify governance structures, decision-making processes, and documentation requirements across integrated workflows
  • Ensure coherence, feasibility, and operational alignment across all process components

Profile Requirements

  • Advanced degree in public health, international development, public administration, or a related field
  • Significant experience in grant management within global health or international development settings
  • Proven track record in designing or improving operational processes, guidelines, or frameworks
  • Strong understanding of grant lifecycle management, including application, approval, implementation, and monitoring
  • Experience working with multilateral organizations, global health institutions, or large donor-funded programmes
  • Demonstrated ability to coordinate across multiple stakeholders and functions in complex organizational environments
  • Strong analytical, writing, and facilitation skills, with the ability to translate complex processes into clear and user-friendly guidance
  • Experience in change management, process rollout, and training delivery
  • Familiarity with multilateral development bank processes and global health partnerships is an asset
  • Excellent command of English; knowledge of French is an advantage
