About the Assignment DevelopmentPeople is currently supporting the identification of a Health Systems & Immunization Project Design Consultant on behalf of a global health partnership. The consultant will support the preparation and design of health-sector investments being developed in collaboration with Multilateral Development Banks (MDBs), including the World Bank, with a particular focus on immunization, health systems strengthening, and program implementation readiness.
The assignment will support country-level project preparation efforts and provide technical assistance throughout key stages of project design, budgeting, results framework development, and stakeholder coordination.
Position Overview The consultant will provide technical, analytical, and coordination support to ensure immunization priorities and health system strengthening interventions are effectively incorporated into investment design, implementation arrangements, financing structures, and monitoring frameworks.
The successful candidate will work closely with government counterparts, MDB project teams, technical partners, and global health stakeholders to support the preparation of high-quality, investment-ready health projects aligned with national priorities and donor requirements.
Key Responsibilities Project Preparation & Design
- Support the preparation and design of health-sector investment projects in collaboration with MDB task teams and government counterparts.
- Contribute to project concepts, technical components, implementation arrangements, and operational design documents.
- Conduct or support technical analyses, including costing exercises, budgeting, health systems assessments, and implementation readiness reviews.
- Support the development of project results frameworks, performance indicators, and monitoring mechanisms.
- Review and contribute to technical annexes, implementation plans, procurement considerations, and project documentation.
- Support alignment between project activities, financing mechanisms, and broader health sector priorities.
Health Financing & Budget Development
- Support costing, budgeting, and financial planning activities related to immunization and health systems strengthening investments.
- Contribute to resource planning and financing scenarios designed to maximize development impact and sustainability.
- Support development of investment cases and financing approaches aligned with donor and partner requirements.
Stakeholder Coordination & Partner Engagement
- Facilitate coordination between government institutions, MDB teams, technical partners, and development organizations.
- Support consultations, technical discussions, workshops, and project preparation missions.
- Contribute to the preparation of briefing notes, presentations, technical summaries, and decision-making materials.
- Support alignment of inputs from key stakeholders involved in project preparation and implementation.
Implementation Readiness & Risk Assessment
- Identify potential implementation risks and operational bottlenecks and support the development of mitigation measures.
- Contribute to assessments of implementation arrangements, governance structures, expenditure flows, and institutional capacity.
- Support project readiness activities to strengthen implementation effectiveness and sustainability.
Profile Requirements
- Advanced degree in Public Health, Health Economics, International Development, Health Financing, Economics, or a related field.
- Minimum 7–10 years of experience supporting health systems strengthening, immunization programmes, health financing, or development project design in low- and middle-income countries.
- Demonstrated experience supporting the preparation, design, appraisal, or implementation of donor-funded health projects.
- Experience working with Multilateral Development Banks (World Bank, IDA, regional development banks, or similar institutions) is strongly preferred.
- Proven experience in health sector costing, budgeting, results framework development, performance indicators, and project preparation processes.
- Experience working with Ministries of Health, Ministries of Finance, development partners, and technical agencies.
- Strong analytical, writing, facilitation, and stakeholder engagement skills.
- Experience working in fragile, conflict-affected, or complex operating environments is considered an advantage.
- Excellent written and spoken English required. French language skills are highly desirable.
